It is understood that no Colonial Military land has been transferred from the Colonial Government to the Military Authorities, but that the title of the Colonial Government to the land has not been questioned; however, it is claimed that the Military Authorities had the right of perpetual user of it for military purposes, and that the valuation is required in order that its value may be available towards the provision of land or buildings of equal value which may be required hereafter for Military purposes.
